What to know before advertising? What to know before giving a position?
A tribute to Sergey Brin and Larry Page, to Bill Gates, to Amadou Moctar Mbow, and to Abdoulaye Wade, not only the third president of the Republic of Senegal, but as settled by his paradigmatic analysis, “The most heaviest national paradigmatic weight of all the history of Senegal since Blaise Diagne to nowadays”. They receive this tribute for their praiseworthy qualities that laid to a new way of governing the world: THE WONDERS OF INTERNET.
Since the beginning of advertising, we could give a position to a product or service but to a man or a woman, to a human being, none of the specialists could give a straight way scientifically proven and established! Today it is done.
This technical note reveals the settlement of a new way of analysing to discover at random the most accurate answers to questions asked especially in the fields of advertising and human resource evaluation before giving a position to a product in the market or, to a man in work or political competition.
From the project of connecting Senegal to the European Data Bases in the scientific and technical research department, to the promotion of Management in Africa, farther through state marketing to the marketing of Head of States, the way to paradigmatic analysis is now set up after almost 30 years.
Thanks to Sergey Brin and Larry Page Google is now the most important partner of under developed countries and we can meet today truths only INTERNET can tell! So are lies.
African countries have always suffered from lack of information and when it exists, from ill propaganda which changes the contents of that information. In his paper, Germs and ideas, André Siegfried studied the spreading of germs and ideas and the conditions that allow that.
Today, INTERNET changed the conditions in such a point that it is too risky to hide a truth or tell a lie in public.
For the entire world, for Africans and, especially for the Senegalese People, Amadou Moctar Mbow while he was Director General of UNESCO, presented many projects for a new order of information between countries. It was a difficult battle of ideas and conferences INTERNET has closed now for the entire planet, for rich and poor countries together, for organisations and individuals.
The third President of Senegal, his Excellency Mister Abdoulaye Wade, not only is he the Head of State but stands for “The heaviest national paradigmatic weight of all Senegalese history since the brilliant Blaise Diagne to nowadays.” That's why his propositions for a world numeric solidarity and for a better place of Africa in the World Trade Organisation gave to the third world, to Africa as well as to the rich countries an opportunity to better cooperate for the reduction of the numeric gap, because by himself, President Abdoulaye Wade, through his paradigmatic weight, reduced seriously the knowledge deficit.
So Sergey Brin and Larry Page, after Bill Gates, by allowing INTERNET to reach every country and every individual, through Google, give to the paradigmatic analysis a new field of impacting in the world while contributing to the promotion of Marketing and Human Resource Evaluation.

PART II COMMUNICATION ...
-Having been the national executive civil servant in charge of connecting the country to the European Databases
-Having been as an International civil servant in charge of the regional network creating the west African information centre specialized in economic and managerial information,
-Having finally been the international civil servant in charge of the African network trough the African Case Clearing House project after having created two softwares and having been promoted First African expert in Communication Marketing, Information Systems, Databases and Digitalization
Couldn't I ask myself too, what I could do for my country?
Until now we had to go through a large number of documents of all kinds to be informed and make a decision. Today thanks to The Paradigmatic Theory of Communication and its tools we master at last information and have, thanks to God, the capacity of making the best decisions according to situation. Africa has gone a long way before this third millenary but it was worth it.
